Freedom Forum organized a discussion program on the scope and
limitations of federal structure of state in the capital on Wednesday,
14 February 2007. At the program titled "Nepal's Reunification and
Structure of Federal System", delegates from various sectors observed
that although federalism might promote ethnic and lingual
representation, it might prove counter-productive if it is based on
ethnicities.

18 February. Addressing the function, Nepali Congress Central Working
Committee member Padma Narayan Chaudhari said that the nation might
face yet another rebellion if the state does not address the issues of
