Regulation Amendment Curtails Freedom of Expression

The Nepal government has recently amended the Film Regulation-2057 BS
(2001 AD) specifying the mandatory provisions of seeking approval from
Film Development Board before making, casting and distributing any type
of film including cinema, documentary, cartoon film, visual aid,
animated visuals and film drama. The government seems to have developed
controlling mechanism on film production by imposing such provisions
which will mount negative impact on the overall situation of freedom of
expression in Nepal.

Freedom Forum strongly condemns the dreadful attack on more than 12
media workers including distinguished senior journalist Kunda Dixit and
vandalism at the office of Himal Media in Lalitpur, Hattiban by a group
of workers affiliated to ruling party CPN (Maoist) at around 11 PM on
December 21, Sunday.

Freedom Forum is stunned at the report of killing of Birendra Shah,
a journalist from Bara district, Nepal, who had been abducted last
month. At this unfortunate moment, we express our sincere condolences

Nepal: Right to Information Act Analysed

ARTICLE 19, Federation of Nepali Journalists (FNJ) and FREEDOM FORUM
released their analysis of the Nepalese Right to Information Act 2007
today. The adoption of the Act last year was an important step in
giving practical effect to the Interim Constitution’s guarantee of the
right to information. The Act is generally a progressive piece of
legislation. At the same time, we have several recommendations to bring
the law into line with better international standards and practices.
